The small size of many of the parcels of land in the centre of Lyttelton presents a challenge for rebuilding viable commercial premises. The cleared area in this photograph housed four businesses. The Masterplan for Lyttelton in the Christchurch City Council's Suburban Centres Programme identified that parts of the District Plan would need to be reviewed to encourage new development. One of the particular concerns raised is the requirement for on site parking in the District Plan.
