This appears to be Margaret Elizabeth Murray J.P., a Christchurch City Councillor. See my comment on another photo in this set.

This time capsule was was placed in the vestibule of the Canterbury Provincial Council Buildings by the door into the stone chamber. The buildings were then administered by the Canterbury United Council. The time capsule also contains memorabilia from the North Canterbury Catchment Board. Both organisations were about to be dissolved and replaced by the Canterbury Regional Council generally to be known as Environment Canterbury. and this was their last meeting. Margaret Murray who chaired the United Council at its demise is inserting the capsule into its resting place.
