The occasion was the last meeting of the Canterbury United Council in October 1989, The time capsule was placed in the vestibule of the Canterbury Provincial Council Buildings by the door into the stone chamber. The buildings were then administered by the Canterbury United Council. The time capsule also contains memorabilia from the North Canterbury Catchment Board. Both organisations were about to be dissolved and replaced by the Canterbury Regional Council generally to be known as Environment Canterbury.The Man holding the capsule is Dr Chris Kissling, Deputy Director to the Chief Executive Officer M.Douglass. The woman was from the company installing the capsule.
